Phil Layton will be the new President of CECE for the 2026–2027 term. The association is currently focused on strengthening the sector’s contribution to decarbonisation, supporting global trade, and promoting a competitive regulatory framework for European manufacturers.
As of 1 January 2026, Phil Layton is the new President of CECE, the association representing the interests of 1,200 manufacturers of construction and mining equipment. Layton represents CECE’s UK national association, the Construction Equipment Association (CEA), and serves as Technical Service DirGehl VT210ector at JCB, a major global construction equipment manufacturer. The objectives have already been clearly defined by the newly appointed president:
“CECE has a vital role to play in supporting decarbonisation, open markets and innovation, while providing policymakers with practical, industry-driven solutions.”

Phil Layton will also work to support the European Commission in moving forward with two long-awaited initiatives: the publication of secondary legislation on the road circulation of construction machinery and the guidance document for the implementation of the Machinery Regulation. Although their release does not depend solely on CECE, the association will step up its engagement with EU institutions to help bring the publications forward.
Under Layton’s leadership, the CECE Congress 2026 will take place in London from 27 to 29 October, bringing together industry leaders, international partners and policymakers to discuss the future of the sector.
